Heather Edwards Bio
Heather Edwards represents school districts, county offices of education, special education local plan areas (SELPAs), and charter schools in many aspects of education law. She has extensive experience in the areas of special education, student services, employment, labor relations, charter schools, and issues unique to county offices of education.
She is a recognized leader in special education law, and has represented educational agencies at IEP meetings, mediations, due process hearings, state and federal court proceedings, and state and federal complaint procedures. A highly sought-after presenter, Heather supports clients with their professional development needs through her engaging presentation style and practical guidance for ensuring compliance with the laws applicable to educating students with disabilities. Heather is also a frequent presenter at statewide conferences including the Association of California School Administrators, Special Education Administrators of County Offices, and the California Charter Schools Association.
Heather has taught Education Law for the UC Davis Capitol Area North Doctorate in Educational Leadership (CANDEL) Program and for the Sacramento County Office of Education’s Teacher Intern Program. Prior to joining Edwards, Stevens & Tucker LLP, Heather served as the Assistant Executive Director of the California County Superintendents Educational Services Association (CCSESA). Heather proudly serves on the Board of Directors for Hands4Hope – Youth Making A Difference, a nonprofit, youth-driven organization serving communities in Sacramento and El Dorado Counties.
Most evenings and weekends, one will find Heather coaching or cheering for her kids (and other people’s kids) at various athletic events or dance performances.
